Hi.

This question is exceptionally about web-based email services like yahoo or msn which don't use encryption. The problem here is censorship which is allegedly performed by some state owned ISPs in some countries.

1. Is there any information in the header which can be used to block/filter e-mail?
2. Do such services send info from the header by default while we accessing messages?

3. If the message doesn't contain text but only an attachment, say zip or pdf file, can it still be filtered?
If yes, what info is used? where it contained?

4. While we access e-mail on web-based service, do we receive it encoded in base 64 mime types?

I'm interested only in technical aspect. I know that it illegal for ISP to access personal information. And it will be very expensive to filter since a lot of traffic must be analyzed. It's not an issue here. My sole question if it's possible? hypothetically. and how?

It is possible to filter the emails based on domain name , email ID , IP etc . You need spam protect devices like Iron Port etc.

These are costly devices and may ISPs use them. These are generally
paid services.
