After re-installing the operating system, the Action Center informed me that Windows couldn't find an anti-virus program. So I installed one: Avast! Free Anti-Virus, and it the AC *still^ reports that no AV program is installed when, in fact, there is. Also, Avast! reports that a new version of the program is available [6.0.945, shows that 6.0.889 is installed], yet when I try to download it, it tells me that the new version is already installed. How can I properly troubleshoot this problem [in the face?] Please be descriptive in your answers. Thank you.

Windows doesn't always detect your AntiVirus, I wouldn't worry about that message, as you do indeed have AntiVirus. You can disable that message in the action center.
