Which countries legally oblige the use of smart cards and usb-tokens for financial transactions?
where to find confirmation?

When you say

do you mean B2B or C2B? I know in the UK there is no legal obligation however with regards to how banks use PKCS11 devices there is certainly contractual ones.

I know in Germany that you have a government issued smartcard for filing tax returns etc.
