chroot question

I've got an ftp server on CentOS 5 running vsftpd with virtual users. These users I've chrooted to their home dirs no problems however I have some that are "power users" and need to be able to wonder round the /ftp/home directory.

from a security point of view, would it be best to not chroot these accounts at all, chroot them further up the tree (ie: /ftp/home) or even chroot the local ftp account?
