hi

i am using windows xp sp3.

i am connected in local network.

in my system there is a shared folder.

i have another system connected in public network.

how to access that shared folder from public ip system(public network system)?

There are many different ways to do this, but the secure way would be to use a VPN from the public network in to your private network. Once connected VIA VPN, the user would only need to type the UNC path to the share.
